Conduct Balance VS Actions

There is a problem:  Learners are allocated to sit in detention, who is not supposed to be in detention.

Scenario:  
We have different options to impose intervention/sanctions depending on the nature of transgressions.  Example:  Afternoon Detention, Friday Detention, Parent meeting, Hearings, Community service, etc.

The values added in the conduct report work out perfectly, where the value of actions taken is deducted from the total demerit points.  This is a good indication of whether a child is due for any actions. 

Unfortunately, the values in the action processing are not the same.  The total number of actions is used against each action separately.  This causes a child who did a longer Friday detention to still be flagged to sit in afternoon detention, regardless of the balance in the conduct report.  

In other words:  If detention action is created every 20 points and Friday detention is created every 50 points, a learner with 100 points will have to sit a total of 5 detentions and 2 Friday detentions.  The value of these would actually be a total of 200 points.  A learner is therefore punished unfairly.

Suggestion to solve:  A toggle switch (checkbox) in the action setup that will override the action if the conduct balance is positive.
