Suggestion- To build in or create dynamic groups to communicate with waitlist learners per grade under the communication module.

For example to send messages/emails specifically to only the Grade 1 waitlist parents and not to the entire waitlist, to be able to customise it to communicate per grade. 

This will ensure that parents on the waitlist receive only communication applicable to them. This way schools can select a group (example) of waitlist learners in grade 1, instead of contacting them separately if it is not a message for the entire waitlist.
